Public Projects

The purpose of this Request for Proposals (RFP) is to identify environmental and cultural resources consultants to provide Solano County with assurance that all County-administered federal projects are in compliance with CEQA and/or NEPA and that all local, state, and federal regulations are also addressed. The County aims to maintain a high quality of professional environmental and cultural resources consulting services to keep any necessary upcoming construction projects in compliance.

The County of Solano (“County”), in conjunction with the County of Yolo, the California Department of Transportation (“Caltrans”), and the Federal Highway Administration (“FHWA”), are scheduled to rehabilitate the Stevenson Bridge (“Bridge”) which spans over Putah Creek. Stevenson Bridge (23C0092) was constructed in 1923. The construction contract was awarded in December of 2025 to contractor, A&B Construction (“Contractor”). The Contractor will begin work on the Bridge starting May 1st on grading and scaffolding operations. Bridge construction is projected to begin on June 15th. The selected consultant (“Consultant”) will provide construction management services for the Stevenson Bridge Road Bridge Rehabilitation Project (“Project”).

General Work Description: Edge widening, cold planing, and 2” thick ½” Hot Mix Asphalt (“HMA”) overlay with geosynthetic interlayer on Hay Road and Pleasants Valley Road, and 3” thick ¾” HMA on Patwino Worrtla Kodoi Dihi Open Space Park in Solano County. The work also includes shoulder backing, embankment, signs and striping.

General Work Description: Install pedestrian safety improvements in Vallejo, CA in Solano County. The work includes installation of curb, gutter, sidewalk, drainage facilities, signage & striping, and ADA compliant facilities.

General Work Description: The Stevenson Bridge Road Bridge Rehabilitation Project is located approximately 8 miles north of Dixon, California. The project involves retrofitting the existing bridge, performing foundation upgrades, and improving the roadway approaches. The retrofit work includes carbon fiber wrapping of the arch, portal, vertical, and pier members; installation of reinforced concrete girders and abutment bolsters; replacement of tie girder prestressing tendons; removal and patching of unsound concrete; epoxy injection of larger cracks; and removal of the existing concrete deck surface followed by placement of a polyester concrete overlay. Foundation work consists of installing new 2.2-meter cast-in-drilled-hole (CIDH) piles at each support, concrete footing encasement, and construction of a permanent access road from the top of the north east bank to the bottom of the channel. Roadway approach work includes tree removal, grinding and removal of the existing asphalt concrete surface, grading, and construction of approximately 800 linear feet of new roadway.

General work description: clean and place crack sealant material on existing roadways in various locations in Solano County.

General Work Description: At Winters Road approximately 0.16 mile south of Wolfskill Road, work includes replacing three 48-inch diameter CMP culverts with a precast concrete culvert with headwalls, and wingwalls, guardrails, pulverized existing roadway, embankment, rock slope protection, bio-engineered fill in the channels. At Bucktown Lane, approximately 0.55 mile north of Vaca Valley Road, work includes installing tie-back anchors to driven H-piles, slurry backfill, and miscellaneous roadway repair work.

General Work Description: Install an asphalt rubber chip seal, associated surface preparation and striping on Shiloh Road and Montezuma Hills Road in Rio Vista, CA. Work also includes surface preparation, base failure repairs, and micro-surfacing at Nut Tree Airport in Vacaville, CA.

General Work Description: Perform maintenance and monitoring of existing landscaping at various locations on Suisun Parkway, Cordelia Road and Benicia Road in Solano County. Landscaping maintenance includes trimming, pruning, mowing, trash/litter removal, optional replacement of trees and shrubs, and watering. The maintenance period begins on July 1st, 2025.

Federal and state laws require County of Solano to consider the impacts of transportation improvements on cultural resources and obtain applicable cultural resource regulatory clearances and/or permits prior to project construction. Solano County is seeking qualified professionals to provide cultural resource services, including surveys, assessments, reporting, permitting, construction support, and ensuring compliance with federal and state regulations for three federal projects under this single cultural on call contract (Federal Projects 5923(133), 5923(135), and 5923(136)).
